It is not alleged that even such arrangements would have prevented Chung II from trying to get away with the $20,000, but it is allged that the existence of such arrangements would have been within Mr. Wake- field's knowledge, and so would have put him, at least a little, on his guard.

In the case of the previous compensation payment of $44,000, a precedent ruling was clearly given by

D.O.N.T. after careful discussion. It is submitted that D.0. Yuen Long should not have departed from this ruling in the case of this second payment of $20,000 without again consulting D.O.N.T. He was not following an established routine.

Fully covered by previous comment, except that this is the cheque which Mr. Wakefield did look at.

Mistakes of this kind can occur in the best conducted system.
